Advancing Practical Climate Solutions & Clean Energy for Rural Communities

Climate and energy decisions directly impact the health, economic stability, and long-term vitality of our communities.

In rural areas, these choices shape everything from energy costs and infrastructure to agriculture and public health. That’s why we focus on practical, community-driven solutions that reduce emissions, expand access to clean and affordable energy, and strengthen local resilience in the face of a changing climate.

We align this work around clear, measurable goals that connect local action to broader progress. Using the Sustainable Development Goals as a guiding framework, we ground our climate and energy efforts in equity, economic opportunity, and long-term sustainability. This approach ensures our strategies remain practical, locally relevant, and focused on building resilient communities for the future.

Lakes and Prairies Solar Co-op

The Lakes and Prairies Solar Co-op is free to join, making going solar easier and more affordable than ever. This opportunity is brought to you by West Central Initiative, the Clean Energy Resource Teams (CERTs), and Solar United Neighbors (SUN). The application for the 2026 Co-op is open now through May 31, 2026.

What is a Solar Co-op?

Solar co-ops are neighbors who join together to use group buying power to get the best solar price. It also allows co-op members to tap into the expertise of SUN and other community members who have gone solar to help you with your solar transition.

Benefits of Joining a Co-op

By joining the Lakes and Prairies Solar Co-op you’ll receive:

  • Competitive pricing on solar panels.
  • Information to help you understand solar. SUN’s vendor-neutral solar experts are here to help you understand how solar works and make the best decision for your energy needs.
  • A direct line to ask specific questions. You can call or email SUN anytime you need help. SUN will be here now and long after you install solar.
  • A team that solicits and reviews proposals from solar companies. First, SUN requests bids on your behalf. Then, a committee of your fellow co-op members meet to assess the pros and cons and select the best installer for the group.
  • Community. You’ll join the growing solar movement. You’ll have a built-in network of support and inspiration from others who, like you, are taking a stand for energy freedom and advancing the clean energy economy.
  • A bigger impact. Going solar creates jobs, puts energy production and its benefits back in the hands of the people, and contributes to cleaner air and water for everyone. A solar co-op amplifies those outcomes exponentially.

Local Grant Development Assistance

Through the Local Grant Development Assistance program, we provide free technical assistance and support to municipalities, counties, nonprofits, cooperative utility companies, and unique public or private partnerships that serve the region to apply for state, federal, and private grant funds related to infrastructure improvements and clean-energy production and storage. Entities that have applied for grants under this program or intend to apply are eligible to apply for matching funds through the State Competitiveness Matching Fund Program.

The goals of the program are to ensure:

  • Our communities are more resilient to future weather-related stresses.
  • Residents have reliable access to utility services through the next 40 years and beyond.
  • Our region’s energy grid becomes more reliable.
  • The overall level of emissions from the region’s energy production are reduced.

Sustainable Communities Network

The Sustainable Communities Network connects you with climate and sustainability experts and people like you working on solutions that support a resilient and sustainable future for our region. The Sustainable Communities Network:

  1. Connects people to actionable solutions to create more sustainable communities, now and in the future.
  2. Builds relationships across the region with each other and with the people and organizations creating positive change in their own communities.
  3. Champions success stories and innovative projects that can be supported or replicated in other communities.

The topics and goals of the group are grounded in both the Minnesota Region 4 Climate Action Plan and the 17 Sustainable Development Goals that are part of our strategic framework.

Monthly Lunch-and-Learns

The Sustainable Communities Network will meet the second Wednesday of the month for virtual lunch-and-learn sessions focused on helping individuals and organizations take action to build a sustainable future. These events will feature actionable information about solutions such as solar energy, converting turf to native plants, advice on buying EVs, electrifying home appliances, sustainable farming and local food, water conservation, and more!

Field Trips

The Sustainable Communities Network will also offer seasonal field trips to showcase regional examples of the people and organizations creating positive change in the region. Field trips will help you see solutions in real life and get to know other passionate and motivated individuals helping make their own communities more resilient.

    Energy Efficiency and Conservation Grant

Grants of $2,000-$20,000 are available for communities with populations under 15,000 for energy planning and project development to reduce energy use and fossil fuel emissions and improve energy efficiency.

    Solar Energy Resources

As a SolSmart Gold-designated Regional Organization, we are implementing best practices to make it easier for residents and businesses to install and access solar energy. SolSmart is a national program funded by the U.S. Department of Energy that recognizes communities for their commitment to advancing solar energy development. Visit our Getting Started with Solar page for a collection of solar information and resources for the region.

    Municipal Solar Cohort

West Central Initiative created the Municipal Solar Cohort to support multiple communities in developing project proposals for small-scale municipal solar projects. This is a free program for city staff and elected officials to explore solar opportunities for their community at no cost or obligation. The goal is to save taxpayer money by using available financial incentives and energy savings after project completion. West Central Initiative will support participating communities with technical assistance, coordination with a solar developer, regularly scheduled meetings, and more.
