
Early Care Foundation of Pope County Expands Support for Child-Care Providers and Families

Community leaders are advancing long-term solutions to child-care challenges through the Early Care Foundation of Pope County, a Component Fund of West Central Initiative. The fund is focused on strengthening early care and learning opportunities while supporting providers and families across the county.
Local partners spent years working together to address a growing shortage of child care. A community-led task force brought together business leaders, educators, and community members to respond to declining child-care availability and its impact on the workforce.
As the work progressed, the group identified a need for a dedicated, flexible funding source to support providers and respond to emerging needs. They partnered with West Central Initiative to create the Early Care Foundation of Pope County, which offers grants and resources for family child-care providers and early learning programs.
“We knew we needed a long-term solution,” said Jeannie Pederson, an advisory board member involved in the effort. “Child care affects our schools, economy, and ability to grow as a community.”

Early Investments Making a Difference
The Early Care Foundation of Pope County is designed to support both the growth and retention of providers. Funding priorities include training and professional development, expanding capacity, facility and equipment improvements, and increasing awareness and appreciation for providers.
The foundation is already making an impact. In its first round of grants, two centers and four family providers received support for projects that directly enhance care environments. Improvements include expanded indoor and outdoor play spaces, updated equipment for infants and toddlers, facility upgrades, and renovations to better serve preschool-aged children.
“Even small grants can make a big difference,” Pederson said. “Providers have been able to make meaningful upgrades that improve the quality of care and create better environments for kids.”
Building a Stronger Future Through Child Care
The foundation is part of a broader, coordinated approach to addressing child-care needs in Pope County. Efforts have included securing funding for a child-care project manager in 2023, developing plans for a new center in Glenwood, and maintaining strong community engagement around the importance of early care.
Pederson noted that the importance of child care became even more visible during the COVID-19 pandemic. “That’s when many people truly saw how essential it is to a thriving workforce,” she said. “Investing in children helps build a stronger community across the county.”
As a Component Fund of West Central Initiative, the Early Care Foundation of Pope County benefits from established nonprofit infrastructure, donor support tools, and long-term stewardship, while remaining guided by local leadership and priorities.
